information warfare initiative. Its primary goal is to serve as the equivalent of Special Forces
in the modern age of information warfare. Its most significant initiative is the "Splinter Cells" program
in which lone operatives, called "Splinter Cells", do field work in sensitive areas around the world.
Their work is the blackest of black ops, retrieving the most vital intelligence
and acting on it in ways that other operatives cannot. Unlike the CIA's field
